Government agencies are under growing pressure to move quickly toward AI, automation, and modern digital services. Yet some of their most valuable information remains locked inside formats created for another era: paper files, microfilm, microfiche, aperture cards, legacy images, and aging departmental databases.
These records are strategic assets, not simply archival holdings. They preserve the institutional history, decisions, transactions, and evidence that agencies depend on to serve citizens, support veterans, answer public inquiries, validate eligibility, and sustain operational continuity. In its 2026 State CIO Top Ten Priorities Survey, the National Association of State Chief Information Officers (NASCIO) ranked AI as state governments’ top strategic priority for the first time ever, surpassing cybersecurity after 12 straight years at the top.
States are moving to adopt AI and new platforms, and they’re right to. But those tools are only as useful as the information behind them, and for many agencies, a significant portion of that information still sits in formats a new platform can’t read.
A current project with the Massachusetts National Guard shows what it looks like to close that gap. Following the successful completion of a strategic planning phase, NeuroSoph and MetaSource are digitizing more than 1,400 rolls of archival microfilm containing Guard service records dating back to 1946.
Preserving a Vital Record of Military Service by Digitizing Microfilm
The Guard service records are historically significant, but their value is also immediate and practical. Military records management plays an important role in supporting veteran services, responding to requests, conducting historical research, and preserving an accurate institutional record across generations.
This role is especially important here. The National Archives’ National Personnel Records Center maintains service records for veterans of several military branches, but it does not hold records for National Guard members. Those stay with the state.
In practice, that means the Commonwealth is the sole steward of this piece of military history. There is no federal duplicate to fall back on if the microfilm is ever lost or damaged beyond repair.
While microfilm was once the preferred format for long-term information preservation, today’s government agencies face mounting challenges as film ages, equipment becomes harder to maintain, and experienced operators become less available. Images can deteriorate, retrieval can be slow, and records may be difficult to share with authorized users across locations.
In fact, the National Archives’ own preservation lab, which maintains the microfilm held at the National Personnel Records Center, has noted that digitization provides better access to deteriorating film and reduces how often the original reels need to be handled.

Digitization Is the Beginning, Not the Destination
Government digitization projects are sometimes viewed too narrowly. A roll of microfilm is scanned, a digital image is produced, and the conversion is considered complete.
Preservation is essential, but scanning by itself does not fully modernize the information. A digital image that cannot be located quickly, associated with the correct person or case, routed into a workflow, governed by the appropriate retention policy, or made available to an authorized application may remain almost as isolated as the physical record it replaced.
It’s one of the common ways a government document scanning project falls short of expectations. The scanning gets done, but the information never really gets activated.
True modernization requires a progression from media conversion to information activation. This means capturing the record accurately, applying meaningful metadata, organizing it around the way an agency operates, and preparing it for controlled use across records systems, service applications, analytics platforms, and emerging AI capabilities.

Once a document becomes digital, the next step is making it usable. Indexing connects each image to meaningful information such as a person, date, service period, document type, case number, location, and other agency-specific identifiers. Quality controls confirm that the digital record is complete, legible, correctly categorized, and associated with the appropriate metadata.
Depending on the record type and its intended use, future enrichment may also include text recognition, document classification, entity extraction, or normalization of inconsistent historical data.
This is where a collection of digital images starts becoming an organized information asset. Search gets faster, retrieval becomes more reliable, and the records connect more effectively to downstream systems.
3. Connect Information to Government Workflows
Activated information should reach the people and processes that need it. For a military service record, that could mean supporting an authorized employee responding to a veteran’s request. In another agency, it might mean connecting a historical case file to a modern case management application, supplying documentation for an eligibility review, or routing a newly available record into a records request workflow.
Court systems offer a good illustration of this. The LA Superior Court reached fully paperless juvenile dependency operations by connecting digitized records directly into its case management workflows. The initiative changed what is operationally possible for the Court by providing immediate, remote access to case histories, reducing risk of record loss, simplifying everyday tasks by allowing work to be done in a single integrated system, and ensuring continuity.
It also presents an opportunity to modernize incrementally. A structured digital information foundation can serve current applications while supporting planned migrations, integrations, and process redesigns.
4. Enable Governed Automation & AI
Artificial intelligence becomes far more useful when it operates on information that is complete, organized, and trustworthy. Once appropriate security, metadata, permissions, and quality controls are in place, agencies can begin evaluating AI-enabled capabilities such as:
- Natural language search across authorized record collections
- Automated classification of incoming and historical documents
- Summarization of lengthy files for employee review
- Identification of missing, conflicting, or potentially misfiled information
- Extraction of dates, names, locations, and other relevant data
- Faster preparation of responses to authorized records requests
- Analytics that reveal patterns across programs, time periods, or service populations
These capabilities should augment government employees, not remove accountability from public decision-making. Human review remains essential, particularly when records influence benefits, legal rights, regulatory decisions, and public safety.
An AI-native government environment must also be governed by clear access controls, retention requirements, auditability, data protection standards, and defined rules for how AI-generated results may be used. The purpose of modernization is not to place sensitive information into an unrestricted AI system. It’s to create a secure and controlled information architecture capable of supporting approved technologies responsibly.
From Records Burden to Strategic Asset
Every government agency has legacy information, although its form and condition vary. Courts may hold decades of case files on microfilm. Municipalities may maintain property, permitting, tax, or council records in paper archives. Health and human services agencies may depend on historical eligibility documents. Public safety organizations may operate with records distributed across physical files and aging systems. Military and veterans’ organizations, like the Massachusetts National Guard, may hold irreplaceable service records that don’t exist anywhere else.
These collections are often treated as storage problems. In reality, they’re untapped information assets.
