Executive Summary

The Superior Court of one of the nation’s largest counties is dedicated to providing optimal public service to its two million constituents. It’s this dedication that led the Court to seek out a vendor for digitizing its case files more than a decade ago and, ultimately, begin what would become a long-term partnership with MetaSource.

Over the years, the Court has continued to steadily expand its digital initiatives to further modernize the court experience. And 2024 marked a new era for the Court as it launched a digital transformation project to manage its growing caseload, reduce backlog, and improve public access to court records, fundamentally reshaping how judicial data is managed and utilized.

This case study examines the challenges the Court confronted and the measurable gains it’s realized and continues to realize working with MetaSource.

The Challenge: Meeting Heightened Expectations Amid Resource Constraints

Over a decade ago, the Court was facing growing citizen demands for record accessibility and efficiency as well as staff demands for space optimization, exacerbating the need to modernize how it managed litigation files. At the time, most records were in paper form across multiple locations, occupying costly warehouse space and requiring physical – and time-consuming – retrieval. This was particularly problematic as in-house resources continued to dwindle.

By 2024, a great deal of progress had been made in improving record retrieval times and, therefore, efficiency. MetaSource was digitizing over a million case file pages per month and had scanned tens of thousands of microfilm/fiche rolls.

Still, five warehouse facilities containing large volumes of legacy paper records remained, hindering the Court’s ability to make the most of its case management system (CMS). It was clear that the Court’s existing records management infrastructure, while serviceable, was a barrier to the efficient administration of justice that was expected.

Pressure was building up from multiple angles:

  • Resources were being consumed by manual box retrievals, interfacility transfers, and intake processing, resulting in docketing delays and extended turnaround times for mandated public record fulfillment.
  • Between labor costs associated with manual file management and real estate expenses for warehouse facilities, costs were quickly adding up.
  • The Court’s environmental impact was higher than desired due to the level of warehouse storage and transportation required to obtain judicial files.

The Solution: Next-Level Court Record Digitization for Next-Level Efficiency

The mounting pressure led the Court to launch a digital transformation project in 2024. The Court’s primary goals for this initiative included gaining the most value from its CMS, increasing operational and cost efficiency, and facilitating data-driven decisions.

As the Court’s trusted digitization partner, MetaSource plays a central role in executing the initiative. With years of proven collaboration resulting in deep familiarity with the Court’s workflows, compliance requirements, and operational standards, the MetaSource Team was able to provide the solution the Court needs.

The continuous support MetaSource provides includes:

  • Case file scanning services
  • Rigorous quality assurance (QA)
  • Robust document tracking & reporting
  • Case file image delivery to CMS
  • Expedited processing

The Results: Transformation Delivered & Immediate Impact Measured for 2024

While the Court’s new digital transformation project is ongoing, the record scanning services provided over the course of our relationship have produced impressive results so far. Outcomes achieved in 2024 alone include:

Digitization Excellence

  • 22.6 million pages digitized with zero data loss
  • 280,000 case files successfully transitioned to digital format
  • 99-100% defect-free image output courtesy of an extensive QA program

Operational & Cost Efficiency

  • Two warehouse facilities vacated, eliminating nearly 10,000 square feet of storage space
  • Substantial decrease in expenditure, including over $80,000 in annual lease cost savings
  • Significant reduction in case file lookup time, improving responsiveness to subpoenas, appeals & interdepartmental requests
  • Staff resource reallocation from manual file management to core judicial functions, such as courtroom preparation, docketing support & constituent-facing services

Strategic & Environmental Improvements

  • Enhanced public service delivery through electronic records access
  • Environmental stewardship through reduced physical storage footprint
  • Future-ready digital infrastructure positioned for continued technological advancement

The Future: Playing the Modernization Long Game

With a commitment to continuously improve the citizen experience, the Superior Court plans to further modernize its processes. And with a commitment to continuously support the Court in its digital transformation journey, MetaSource plans to assist in this modernization.

Legacy case file digitization will remain a key factor of the long-term partnership as it builds the digital foundation that does more than just eliminate paper. It facilitates a fully integrated records environment where historical files can be analyzed alongside current data.
