LA Superior Court Achieves Fully Paperless Juvenile Dependency Operations with MetaSource

MetaSource

The Los Angeles Superior Court, the largest trial court in the United States, has reached a landmark that courts across the country are working toward: an entire litigation area operating without a single paper record.

Juvenile Dependency is now fully paperless, making it the first litigation area in the Court’s history to reach this milestone. MetaSource is proud to have been the partner that helped make it happen.

What Makes This Achievement Stand Out

Reaching fully paperless court systems in any litigation area is a significant achievement. Reaching it in a high-volume, high-sensitivity area with complex multi-party case files, strict access requirements, and records that staff need immediately makes it even more remarkable.

The LA Superior Court’s paperless Juvenile Dependency achievement is not the result of a single initiative. It’s the result of sustained institutional commitment. The Court kept modernization on the agenda through budget cycles and operational disruptions, adapted its approach when necessary, and delivered an outcome that sets a new benchmark for what court records transformation can look like.

“What the LA Superior Court accomplished here is genuinely rare. Courts of this size and complexity face real barriers to transformation, so this is really a milestone that the entire court community should take notice of.” – Hal Redjai, MetaSource VP of Public Sector

From a Legacy Burden to an Operational Asset

The challenges the Court faced are ones that records managers and court administrators are all too familiar with: a backfile that had grown over decades, facilities running out of room, and staff stretched too thin to manage active operations and a large-scale digitization effort simultaneously. By the time the project reached full stride, the scope was immense at 38,000 boxes of case files requiring scanning, quality control, and integration into the Court’s system.

What transformed the project was a restructured partnership with MetaSource built on an exceptional level of trust. MetaSource’s scope expanded well beyond scanning to include 100% paper-to-image quality control, verifying and directly uploading them into the Court’s case management system. Handing a partner full responsibility for end-to-end quality and system integration is a significant decision for any court.

The results validate the confidence the LA Superior Court has in MetaSource. With MetaSource handling QC, court staff shifted to an audit role, reviewing a sample of completed work. As quality consistently held, that audit sample was reduced from 10% to 5%. This is a direct reflection of MetaSource’s performance across tens of thousands of case files.

The project also weathered disruptions that would have derailed less committed teams, including budget freezes, a global pandemic, and facility flooding that temporarily relocated staff. Each time, the Court and MetaSource kept the project on track together.

What This Means for the Court’s Day-to-Day Operations

The completion of the Juvenile Dependency backfile changes what is operationally possible for the Court in concrete ways:

  • Judges and court staff have immediate, remote access to complete case histories, preventing delays.
  • The risk of record loss from physical damage, misplacement, or disaster is eliminated for the entire litigation area.
  • Staff work within a single integrated system rather than managing a hybrid paper-digital environment.
  • Operational continuity no longer depends on physical access to a building or file room.
  • The Court has a proven model it can carry forward as modernization continues across other litigation areas.

These gains matter in day-to-day court operations and in the Court’s ability to serve the public reliably.

A Proven Model for Ongoing Modernization

In one of its most operationally demanding areas, the LA Superior Court has demonstrated that a legacy paper burden can be effectively resolved.

The infrastructure, workflows, and institutional knowledge built through this effort can be leveraged as the Court continues its broader modernization across other litigation areas.

For courts navigating similar challenges, the LA Superior Court’s experience provides a real-world reference point from the most complex court environment in the country, showing what’s possible when the right partnership and true commitment come together.

“This milestone is a strong foundation for what comes next. The Court now has a proven model and the operational confidence to keep moving forward. We look forward to continuing to support that momentum.” – Hal Redjai, MetaSource VP of Public Sector

If your court is managing a paper backfile or working through the challenges of a hybrid records environment, the LA Superior Court’s court record digitization success story is one to emulate.
